Behind the Bill: Cutting the EITC

The federal Earned Income Tax Credit has a long Republican pedigree. First advanced by Nixon, it was signed into law by Ford, and expanded by Reagan, who called it "the best anti-poverty, the best pro-family, the best job creation measure to come out of Congress."
The state's version of the program is just a fraction of the federal credit. It goes to more than 400,000 low-income working families in NC. But some GOP lawmakers say it's a "transfer of wealth" the state can't afford in a tough budget year.
